The Project:

During the 2016 and 2017 ice-free seasons, Foss completed a major sealift to an oilfield development project on remote Sakhalin Island off the coast of eastern Russia – including delivery of the largest land-based drill rig in the world. Traveling more than 240,000 nautical miles, the project included multiple tows from Texas and South Korea. Fifteen barges, 15 ocean-going tugs, and six shallow-draft tugs safely and successfully delivered 39 modules weighing as much as 2,600 tons.

Highlights:

  • Land-based drill rig deconstructs into 14 modules for transportation from Brownsville, Texas, to Sakhalin Island, requiring five tug and barge sets.

  • Provided bathymetric surveying and placed navigation buoys and mooring anchors to account for ice coverage and changing navigable channels.
  • On-site teams provided engineering and naval architecture solutions, ballasting, stevedores, and local interface in Brownsville, Ulsan and Odoptu.
  • A dedicated project management team assisted in permitting and local compliance and managed local labor.

The Project:

Point Thomson in the Alaskan Arctic had previously been thought too remote to develop, but Foss was able to meet the logistical challenge and successfully complete two separate sealifts in support of a major oil exploration development project. While operating in extreme conditions of first year ice a meter thick, Foss safely pioneered a new route across the North Slope. For the first sealift, Foss delivered three tank modules. For the second, four tugs, including the Michele on her maiden voyage, towed four barges carrying seven oil field modules 2,300 miles to the Alaskan petroleum field. The modules supply fuel and are critical to the development and operation of the Alaskan North Slope project.

Highlights:

  • For the first lift Foss provided two barges, two ocean-going tugs, and two assist tugs, including the shallow draft tug Emmett Foss, making its first voyage after its construction at Foss Rainier Shipyard.
  • For the second lift four tugs, including the first of three Arctic Class tugs built at the Rainier yard, the Michele on her maiden voyage, towed four barges carrying seven oil field modules.
  • Successfully operating with only 6.5’ of draft at the delivery site.
  • The first three modules weighed more than 1,250 tons, and the second seven had an individual maximum module weight of 2,685 short tons.
  • Safely and on or ahead of schedule completed the voyage from Ulsan, South Korea 2,300 miles to the Alaskan petroleum field.

Foss Maritime transported 11,000 tons of construction materials for the Conoco Philips – CD5 bridge project to build four bridges across the Colville River connecting Conoco’s Alpine Facility to a satellite operation in the National Petroleum Reserve of Alaska (NPRA). In voyages in August and November 2013, concrete deck panels and bridge girders were towed from Tacoma, WA to Valdez, AK and stored to await transit over the ice roads to the construction site by Foss’s sister company Carlile Transportation.

Highlights:

  • Worked in partnership with Carlile Transportation and ConocoPhillips to successfully deliver bridge components to a remote, arctic site.
  • In August 2013, the Ocean Pathfinder towed a 330’ x 86’ barge laden with 6,700 short tons of concrete deck panels and bridge girders from Tacoma to Valdez.
  • In November 2013, the Lauren Foss towed a similar barge laden with 4,500 short tons of bridge girders, construction materials and equipment.
  • Specially designed stanchions were engineered to assure proper stowage and sea fastening of roadway panels.

Transportation of oil-production modules from fabrication yards in Maine and South Carolina to a facility in Port Arthur, Texas in support of a $7 billion expansion project to create the largest refinery in the U.S. and the eighth largest in the world. The Project:

Three high horsepower Foss tugs towed the M.O.D.U. Spartan 151 from Esquimalt, B.C. into the Cook Inlet, passing Nikiski, Alaska. The tugs escorted the oilrig over 1,500 nautical miles through the Inside Passage and Gulf of Alaska with the assistance of detailed voyage planning and location specific weather forecasting technology. Foss worked with customer Spartan Offshore Drilling, Inc. to build and install a tow bridle and specialized rigging, which were installed before departure. A Foss Tow Master supervised the placement of the rig upon arrival in the high current environment of Cook Inlet.

Highlights:

  • In 2003, transported 300 assorted pieces of Exxon cargo including diesel oil storage tanks, coil tube drilling components, small modular components for oil field support services and 250 20’ containers from Korsakov, about 600 miles south of the beach site
  • In 2005 and 2006, transported Pipe Racks, Pressure vessels and 36 prefabricated modules, the largest being 280’ long, 45’ wide, 85’ tall, weighing 2,000 tons from Ulsan, South Korea, where they were manufactured by Hyundai
  • Heavy Industries
  • Moved 500 containers from Ulsan to Chayvo covering 1,500 miles and 21 days, amid challenges including ice, typhoons and dangerous sea conditions
  • Dredged the landing site at Chayvo, creating a pad where barges were ballasted down and grounded for safe unloading of the modules
  • Deliveries completed in July 2006, in time for Exxon Neftegas to begin production at Chayvo three months ahead of schedule

Operating in the harsh Arctic environment, Foss Maritime offered a variety of support services to Shell Upstream Americas’ historical offshore exploration in Alaskan waters. Foss transported high-risk cargoes safely, and without incident, through a pristine, ecologically sensitive area. Foss provided rig towing through icy waters with two ice-classed tugs, a purposely-modified offshore warehouse barge, cargo barges, maintenance of vessels at the Foss Seattle shipyard, and general, terminal and harbor towing tugs and services in Alaska as well as the Puget Sound region.

Highlights:

  • Foss converted warehouse barge TUUQ from a deck barge to a combination deck cargo and chemical tank barge with a 300-ton crane
  • Ice-classed tug Lauren Foss towed the TUUQ and Shell Drillship Noble Discoverer during mobilization, while the Corbin Foss towed a barge containing the well containment system
  • The Barbara Foss served as the primary towing vessel for Shell’s KRS 330-11, which stored cement and various other cargoes near the operating theater for drilling operations. She was used later during the southbound demobilization of the Noble Discoverer to Dutch Harbor, AK.
